教学过程：

命题特点: 正反观点对比型的文章要求从正反两方面辩证的说明某个观点，考生需要通过摆事实，讲道理，辩是非，确定其观点的正误，树立或否定某种观点或主张，通过剖析事物来论述事理，发表个人意见或提出某种主张。写作时，通常采用提出问题，陈述不同的观点及理由，最后说明自己观点的结构来安排段落，进行论述。

Different people have different opinions. Some think it’s necessary to charge the driver. They believe it to be an effective way to control the number of private cars, and reduce traffic jams and air pollution. If they don’t want to pay, they can take public transport instead. What’s more, the money raised by the charge can be used to improve public transportation.

However, others oppose the idea. They hold the view that people drive because they have to. And they have paid a lot for their cars: rising oil price, taxes and other fees, so the government should try to find another way to solve the problem.

Besides, the congestion fee will affect the economy as fewer shoppers may go downtown.

In my opinion, it will be an unfair burden for car owners who already pay various taxes and fees. But I do hope the government can improve public transport first.
